These event items usually have a corresponding exchange or usage mechanism on the event page. I recommend you double-check the event description page. If you're still unsure, checking the item description for any usage limitations or expiry dates is also a good idea.

It doesn't make much difference whether you open it or not. Opening it just gives you an extra 10 experience points, and getting the mooncake already qualifies you for the lucky draw.
