People who play loud videos on their phones on the train

Sometimes when commuting by train, I encounter people like this who deliberately turn up the volume on their videos. Although trains don't have a quiet car policy like high-speed rail, the conductor sometimes makes announcements asking everyone to lower their volume... How do you feel when you encounter someone like this?
