Street Exposure

If you see a girl dressed very revealingly on the subway or on the street, is it okay to take a glance? A dean from the business school once said in a university general education class that if they dress like that, it's meant to be seen by everyone, and not looking would be disrespectful to their efforts that day. What do you all think?
