Dokkan's rates are all trash. It never triggers the 80% dodge, but it can trigger the enemy's pre-action ultimate (1/7) four times in a row (1/2401). This game is seriously broken. Even with the new character Cell, his 70% follow-up ultimate rarely triggers an EX attack, which is unbelievable. What is going on with this game?
