Blocked by the administration.

This is about a friend of mine. Well, it's a violation, but apparently, their account, where they created and published anime plots, was blocked by the administration, and they can no longer play ZETA. (So, they apparently deleted and reinstalled ZETA once.) However, what exactly is the administration's standard for crackdowns? Even when I search, there are others who create many anime plots and have a large number of followers who haven't been frozen. Is there a specific standard or condition for accounts to be suspended? I'm curious and looking for experts or those who have insights.
