Which one to pull for the next recommended banner?

I think Fear, Ophelia, Rusalka, and Chiffon will probably be included, but what should I do? I want to pull Fear, but Chiffon is also interesting. Drain Arcana is powerful, but I probably won't use Chiffon... However, Chiffon is the cheapest to unlock (next is Melia). If I'm going to max out Chiffon, it might be more beneficial to put the extra into Melia... maybe? It depends on how much Drain you need. Other candidates are Elflinde and the three of them, Merlan and co... Merlan and co are all powerful, so they're good... Elflinde and co have high costs (but are powerful for it). I'm also thinking it might be nice to max out Elflinde just for fun. Chiffon can also unlock Shiro's Arcana, but it's physical crit damage reduction and evasion... For practicality, I think I should invest solely in Fear, but going from 0 to 5 Drain seems significant.
