I think it depends on your other characters. In terms of simple performance, I'd say Villain Flandre > Scarlet Devil > > > > Scarlet Flandre. There's the usual gacha game power creep, so newer characters tend to be stronger. With that in mind, Scarlet Flandre is a bit lacking compared to the others. Villain Flandre and Scarlet Devil are still top-tier. The ranking might change depending on what you want to strengthen with Hibiki's other characters (e.g., increase Yang, increase Metal, create high damage with Light Bullet spell cards, etc.).
