Are the discounted MR generals strong? Or is it better to save up Yuanbao for EX generals?

It's better to collect sub-generals with the same domain in EX rather than MR. If you're just starting out, characters with the 'Cursed Reversal' domain are recommended.

In terms of power, EX Vice Generals are overwhelmingly strong. EX depends on the number of water draws, but I think it's best to hold out until 100,000 Yuanbao. As for MR, it's probably just about getting a cheap buffer for campaign battles, ..
