TMI, but I'm a bit obsessed with Fischl's energy recharge

When I first got her at C0, even with an ER timepiece, her burst wouldn't charge. As a burst damage dealer, if her burst doesn't charge, she can't deal damage. And I can't exactly slot in a C2 Raiden as a battery, right? It did get a bit better after getting C1 and clearing the Spiral Abyss, so I switched off the ER timepiece... Will pulling for Yae Miko resolve the ER issues too? At least they're both Electro... If pulling for her doesn't fix it, I'll just stick with Dori like I always do, ugh.
