Don't spend money~
This seems similar to State of Survival from before. In this type of game, if you don't spend money, the gap widens as you progress. If you're not in a properly functioning guild, you basically can't grow at all and your base keeps getting raided... As for spending money, back when I played State of Survival, top players on the server would spend around the cost of a car. So, the best approach is not to spend money at all, or if you must, just invest $3 to unlock an additional construction slot. That way, you can quit the game without regrets.

It's the kind of game where the structure makes it impossible to catch up to paying players, so if you're not going to spend money, it's easier to just dabble in time quests and hidden quests.

You got it right. Games like State of Survival, where upgrading the citadel is the priority. I played until level 8 and just quit. I'm not a big fan of these types of games.
