For new players, the permanent character Mizuki seems like the best option.
Performance-wise, isn't Mizuki good since you can farm effectively with her star diffusion? You can use her with Ice Walker even without Odette.

The best choice for farming Mizuki is definitely the way to go! And for limited characters, choosing Vareza is the most optimal pick!

With the recent Star Diffusion event, Mizuki seems to have gotten a lot stronger. If I get Mizuki from the permanent distribution, I can get her up to 1-star enhancement for free, so Mizuki seems like the best choice for me too. If I get unlucky with consecutive off-banner pulls during the new character banner, I can postpone Vesna and use Mizuki as a backup plan. ^^;;
