Released 7 Months Ago, Commits Random Child Murder Again: First Trial Only 29 Years, Double Failure of Judiciary and Corrections
This trash got off too lightly before... They knew he started doing drugs at 13, so why didn't they give him mandatory drug treatment in prison and just let him out? And then he hurt people again because of drugs 🙄🙄 The justice system is truly so dysfunctional... Miao-li's Mr. Qiu, due to a dispute between his brother and a neighbor in 2015, randomly attacked people in a convenience store with scissors and committed attempted murder against police officers. Combined with a drug case, he was sentenced to a total of 9 years and 1 month. While serving, he also assaulted a fellow inmate, receiving an additional 2 months. Just 7 months after his release in March 2025, he used methamphetamine, wrapped a cleaver around his left hand with tape, and randomly stabbed two elementary school girls and one man who tried to intervene during school dismissal hours, leaving all three severely injured. The pattern from the previous case to this one is the same: drug use, loss of emotional control, wielding a knife, random assault. The risks identified by the appellate court—re-offending less than 7 months after release, poor impulse control, difficulty expecting rehabilitation in prison, insufficient compensation promises—were already apparent in the first trial, yet he was only sentenced to a total of 29 years, and it wasn't until the appeal that it was changed to life imprisonment. If there had been no appeal, a high-risk individual like him might have been finalized with a 29-year sentence. The judiciary cannot always rely on appeals to correct errors. The dual failure of corrections and tracking is even more blameworthy. Qiu assaulted a fellow inmate while in prison, and the Corrections Agency admitted it was difficult to achieve rehabilitation effectiveness. After his release, there was no effective high-risk notification or tracking system. Life imprisonment is not an ultimate guarantee either. According to Article 77 of the Criminal Code, recidivists must serve over two-thirds of their sentence before being eligible for parole, meaning Qiu still has a possibility of release. The proposal in the Legislative Yuan to disallow parole for serious crimes illustrates the insufficient binding power of the current system. If the sentence is merely changed without reinforcing prison rehabilitation, post-release tracking, and parole review, the next victim might again be children on their way home from school.

With such a long criminal record, the sentence was so light, and then they hurt someone again after release. Shouldn't we look more closely at the motive for the original crime and consider it more carefully? It's not that every criminal deserves death, but for cases like this, shouldn't the punishment have been stricter from the start?
