Life Priced at $700 NTD per Kilogram: The Hsinchu Dog Meat Case Exposes Loopholes in Animal Protection
Just before the Mid-Autumn Festival, a clandestine dog meat trade was exposed in Hukou, Hsinchu. Animal protection groups posed as buyers and, upon meeting for the transaction, opened plastic bags to find a dog's lower body, two legs, and tail. Another bag contained organs and blood. The seller asked for $700 NTD per kilogram and even complained that 3 kilograms was too little, refusing to sell unless the organs were included. This is not an isolated incident but part of a meticulously organized underground industry chain. The transport is handled by Vietnamese migrant workers, the dog meat comes from another foreign individual in the mountainous areas of Taichung, and specialists are responsible for each link from taking orders, supplying meat, transportation, to the final transaction. Some even remotely control operations via the internet from abroad. Animal protection groups frankly state that the most terrifying aspect is this currently operating trade chain. The current 'Animal Protection Act' stipulates a maximum of 2 years imprisonment and a fine of up to 2 million NTD for slaughtering cats and dogs, and fines from 50,000 to 250,000 NTD for selling or purchasing carcasses. The problem is that without evidence of slaughter, penalties are often only applied lightly to those possessing the meat, making it difficult to enforce criminal liability. While the dietary culture of migrant workers is a background factor, they must abide by local laws upon entering Taiwan. The focus should not be on blaming specific ethnic groups, but on whether the system can effectively respond. When a life is dissected into a commodity that can be weighed and bartered, and the law can only impose post-incident fines without severing the industry chain at its roots, protection becomes hollow. This case should not merely be a cause for 'heartbreak' but should serve as a starting point for legislative reform and strong enforcement, preventing the next life from being weighed and priced. Someone sells because someone buys. These migrant workers don't seem to fear your fines at all... There was even an incident before where a migrant worker, after earning enough, arranged for someone to report him, so one got a reward and the other got a free flight home. 🙄
