Sports Department》Progress on follow-up measures after sports classes are phased out? Minister Lee Yang Responds
The latest amendment to the 'National Sports Act' will stipulate that no new sports classes will be established in elementary schools, and a system for unsuitable sports coaches will be created. Minister of Sports Lee Yang attended the second plenary session of the Education and Culture Committee of the 11th Legislative Yuan's 6th session today to respond to inquiries regarding the review of the 'National Sports Act' amendment draft, stating that relevant follow-up measures will be established as soon as possible. The Executive Yuan passed the amendment draft of the 'National Sports Act' on September 3rd this year, and the bill name is proposed to be changed to the 'National Sports Development Act'. Key revisions include strengthening the protection of children and adolescents of all ages and the exit mechanism for unsuitable personnel, establishing a query system, clarifying the division of responsibilities between the Ministry of Education and the Ministry of Sports, and promoting the transformation of sports classes. Minister Lee Yang responded to the legislators' questions one by one today. Legislator Chen Hsiu-pao questioned during the meeting today that elementary schools will stop establishing new sports classes and will move towards a club-based development model. However, concerns have been raised about the lack of regulations on management and coach qualifications if these programs transition to private training clubs, questioning how the physical and mental health and safety of children outside of school will be ensured. In response, Minister Lee Yang stated that the Ministry of Sports is still collecting relevant opinions. When asked about a timeline, Lee Yang only replied that it would be done as soon as possible and would be confirmed after approval by the Executive Yuan.

AuthorLegislator Kuo Yu-ching mentioned during the inquiry that while the establishment of a "Unsuitable Coach Query System" in the amendment draft is well-intentioned, the system's effectiveness depends not only on its establishment but also on whether it can actually be queried and managed. Kuo Yu-ching cited the example of a diabolo coach in Tainan, stating that diabolo belongs to folk sports, and if coaches are not included in a specific organizational certification system, this amendment should incorporate them into management. Li Yang pointed out that the Ministry of Sport will continue to improve the system's development. The inventory for non-specific organizations has been completed, with 25,826 coaching certificates and 10,783 referee certificates. In the future, they will continue to inventory specific organizations and complete the system as soon as possible. Regarding the decision to no longer establish additional sports classes after the amendment, many parents worry whether academic, training, and coaching resources will be affected by the shift towards community and club-based activities, and if parents will bear the increased costs. Li Yang responded that both the Ministry of Education and the Ministry of Sport clearly understand that a club-based system will allow children to participate in sports more diversely in the future. The Ministry of Sport will continue to actively coordinate the community-based transition, ensuring that funding and resources will absolutely not harm grassroots sports.
