I usually wait until I have over 10 investments saved up before proceeding! It makes it easier to boost production later on! I spam requests to people in the investment declaration chat who are within a few minutes of me. (´-` ) I'm not sure about the timing... I just go to the next stage when I feel like I've accumulated enough!
