Collaboration

This is my opinion as someone who doesn't have the Rurouni Kenshin collaboration characters. They say the strongest collab character right now is Saito, but isn't Shishio stronger? Saito's damage was only around 46,000 against non-target attributes, and even with bonus damage, it's nowhere near Mutsu, so I don't think it's that necessary. Besides, demon dogs don't appear in speed stages, and red enemies are mostly manageable with Mutsu. For regular clears, strong anti-demon characters like Kai, Hayabusa, or even Uril for free-to-play players are becoming more common, so I don't think they'll be used. On the other hand, Shishio, who can strengthen strong characters with combos and has very strong stats, seems stronger. If it's for combo purposes, I don't even mind the respawn rate. Well, I don't have either, so if anyone has both, please tell me which one is stronger if possible. Sorry for the long post.
