Server Peacekeeping

Lately, it feels like no matter which server I'm on, even when governors are keeping the peace, there are always people who deliberately criticize in second chat, worsening the server's atmosphere. If you have an opinion, you should just PM them, but people leave messages in second chat and run away because they're about to immigrate. Can't something be done about this?
